I think what you are asking for is for manual entry to create its own counters and allow the user to enter the results into those counters without changing the uploaded counters.
 
We will look into doing this but it is a rather major change and is unlikely to be completed by May 1st 2002.

Date Required:       May 1, 2002, Actual Election date is June 30th, but need to test and have ready by May 20th.
 
A new function in GEMS that will be similar to the Manual Entry function.  This function will allow the manual entry of the sorted ballots, (blanks, over votes, challenged, and write-in) after being reviewed by the Election Commission.
 
Here is how they would like this to happen.  Say that there are 100 ballots that are cast at 1 Precinct, and within that 1 Precinct 10 ballots are sorted, (4 Blanks, 2 Over Votes, 1 Challenged, and 1 Write-In).  All totals for those 100 ballots will be uploaded to GEMS, the Election Commission will then review those 10 sorted ballots, and may need to change those totals.  They do not want to change the totals that have been already uploaded.  They wish to have a Manual Entry field to enter in just those numbers that have changed, and then have GEMS do the subtraction of those new manual numbers to get the final total.
