BS 4.3.8: Change "..advance to next candidate" to "...advance to next issue" for issue type races.

Regardless of whether the race is a candidate type or an issue/question type, the AccuVote-TS say “You have chosen to vote for YES……….To advance to the next candidate, press 5”.  Request to have it change to “To advance to the next issue, press 5” if the race type is an issue.
