Good question...

The work flow or "how to" method of writing GEMS docs is very important.  It
makes sense to an election official/programmer because it most probably
follows their current system and/or experience.  It can also be a good
training tool.

However, I also don't think that you will be able to get away from
describing commands, fields, views, menus and buttons because eventually it
will used for GEMS online help screens.

So in my humble opinion, you may have to follow both methodologies.
