I do not think it a good idea for GEMS to allow customers
to edit the Jurisdiction Wide default district beyond perhaps changing its
name. Certainly, it is hazardous to allow the creation of Child
Districts of the Jurisdiction Wide district.
Yes,
creating child districts to Jurisdiction Wide and Not Assigned is probably not a
good idea (or at best confusing). Whitman, when you get a spare moment,
please see if we can disable create child for the special
districts.
