1.95d testing



Brief
 
The following are test results for 1.95d firmware (Minnesota) used in conjunction with GEMS 1.5.10.
 
Election setup description
 
An election is defined with Reports (under AccuVote Options) set to 1.95 Anoka and Version set to 1.95.  AccuVote parameters are set to return on overvoted and blank voted races as well as print messages on override.  Three races are defined for 10 report precincts:
  • U.S. Senator, Vote for 1, with Precinct rotation
  • Governor, Vote for 1, with Minnesota rotation
  • City Councillor, Vote for 3, with Minnesota rotation
 
Each of the 3 report precincts receives a unique rotation card.  In the first round of testing, each report precinct corresponds to a unique vote center.  Three of these vote centers are downloaded and tested with the Unvoted and Fully Voted Ballot Tests as well as Count Test
 
Outcome
 
On all 3 memory cards:
  • incorrect ballots are rejected in the Unvoted and Fully Voted Ballot Tests as well as Count Test.
  • unvoted ballots are correctly accepted in all four orientations in the Unvoted Ballot Test - a fully voted ballot is correctly returned with all voting ovals reported as marked
  • fully voted ballots are correctly accepted in all four orientations in the Fully Voted Ballot Test - an unvoted ballot is correctly returned with all voting ovals reported as blank
  • candidates are correctly printed in the Unvoted and Fully Voted Ballot Test reports in the order they appear on the ballot
  • the vote center name correctly appears on the memory card label as well as Zero Total and Election Results reports
  • blank and overvoted race return as well as return override options correctly take effect both in Pre-Election and Election Mode
  • overriden blank and overvoted ballot returns are correctly tallied in the long Election Results reports
  • AccuVote return parameters and override print options appear on all long reports
  • the long Election Zero report is correctly printed at the outset of Election Mode (Anoka requirement)
  • candidate results are tallied correctly in both Pre-Election and Election Mode
  • candidates are printed in ballot order on Zero Total and Election Results reports in both Pre-Election and Election Mode
  • the GEMS Election Summary report returns correct results for the uploaded memory cards and lists candidates in the order defined in GEMS
 
Revised setup
 
Two report precincts are incorporated into one vote center.  The Unvoted and Fully Voted Ballot Tests as well as Count Test are performed with the respective precincts' test decks.
 
Revised outcome
 
Marks/blanks are properly detected in the Unvoted and Fully Voted Ballot Tests, with candidates printed in ballot order.  Candidates in the Summary component of the Zero Total and Election Results report (in Pre-Election mode) are listed in the order of the first report precinct's ballot, and are listed in the corresponding ballot order in the respective report precinct components of the same reports.  The vote center name appears on the label and the report precinct name at the top of the individual precinct reports.
 
Problems
 
As already indicated by Tab, a Port Error occurs on successive unsucessful download attempts.  If the Reports and Version fields are not set correctly, download will fail with a Protocol Error displayed on the AccuVote.
 
The first attempt to download resulted in an Unexpected Packet message.  I:
  • set the election status to 'Cards Printed'
  • de-selected the ballot return options under AccuVote Options
  • set the election status to 'Set for Election'
  • re-set the election status to 'Cards Printed'
  • renewed the overvoted and blank voted race rejection options
  • re-set the election status to 'Set for Election'
and could successfully download all remaining vote centers.  I was not able to recreate the 'Unexpected Packet' download failure.
