I think this is new.  I touched CC when doing the challenge stuff,
specifically the encode mask, and very likely broke it along the way.

Just for an update, I am working on, in order:

Jeff's race editor save crash
Jane's JResult no races bug
Tari's race results don't match SOVC
Jeff's election zero reports not zero
Jane's bad encode mask

Hopefull all will be fixed today.  Stay tuned.
