Hi everyone,

Using Gems 1.13.8.1 and TS 3.10.14.1.  Created a simple 1 race, 1 precinct election.  Downloaded the election OK, the Vote Center Name appears, but the Election Name does not.  I select Readiness Testing and get:
"Error Initializing Ballot Select Dialog:  Internal Error".  Old database versions work just fine.  Any ideas?
