I had my first request today to see the touchscreen ballot in Santa Barbara
for the March 7 election.  To my knowledge, the ballot can't be layed out
yet in GEMS.  Ken or Tab, do we have some idea when this will be ready in
the 1.14 or 1.15 GEMS??
