Steve, the certification report contains a written statement of the votes cast and candidate totals returned for every race in the election.

What are these parameters that are referred to here??  Do they do some special thing.  This is probably in some manual somewhere, can anyone reference this??

The parameter is @RACE not %RACE%.

An SOVC report defined with the %RACE% on the certification page in GEMS 1.14.9 appears with the variable rather than the certification information which should be substituted in its place.
