We are using cell phones in Tulare and Marin. The
instructions for same depend on the type of cell phone modem being used and
differs from Motorola to Nokia, etc. Tulare uses a "bag" phone which is
bigger and heavier from Motorola and has a 3 watt output. Marin uses a
smaller .5 watt phone and modem. The Rovers are the ones who are given the
cell phone with modem for end of night totals upload, not the precinct worker,
at least in these two locations.
