I think VTS import is pretty broken. I will try to take a look at it this weekend.

attached is zip with Vts files used and actual database after import into Gems 1-14-13 - the report precincts, districts, races, headers are there - but no base precincts

am I missing something or should I try to import it into a different Gems ?
