RE: Alameda (Oakland election April 17)

As long as development with the new 4KB card finishes as planned (i.e., Thursday this week), we are planning to ship the new 4KB cards for the Alameda election.  Two (2) samples would be available Friday (Feb 9), and the production order for 250 cards would be delivered Feb. 19.  This is all contingent on the development.  If we cannot get the 4KB cards in time, then the standard 128KB cards you're already used to will be used.

At this time, Steve Knecht is meant to receive the two (2) sample cards from the McKinney office.  If this needs to be changed, please discuss it with Steve Knecht and have him tell me via phone or email where to direct the sample cards.

They do not have laptops out in California.  I am referring to the Poll Book software on the Host Computer with GEMS.  As for votercard.dll, I am not sure since I did not have any new smart cards to test.

I did upgrade the Poll Book on the Host Computer in Alameda, I did not upgrade votercard.dll.  I also tested this and it worked fine, but again, I only tested with the cards that they have.

Are you referring to the laptops that are currently used as PollBooks?

I believe there may be a need to also update the votercard.dll file in order to use the new smart cards (4KB C0/T=0) that will be compatible between the Blue and White units and the new CE unit.  The project managers need to contact Ken Clark for further details.

You will have to upgrade the Poll Book software for the new Spyrus.  But that does not require an upgrade to all the AVTS units.

As per my conversation with Jeff Hintz,  I would prefer to see the version 3.13.5.1 installed on the new units just because the majority of the AVTS units in California is 3.13.5.1  (was told by Jeff Hintz.) and it worked in the last few elections.  Unless there is absolute need to upgrade, stay with something that have been tried in the field – the 3.13.5.1 release.

The City of Arcadia is planning to use the new Spyrus readers in the upcoming April 17 election.  I don’t know if that would require a change in the AVTS release or not.   Furthermore, I believe that there will be using the Alameda’s units as backup.  It just makes life simpler if all of the California units have the same release.

I am not sure who is the project manager for Alameda, but I do know that Sofia is the project manager for LA.  Sofia please give your input.  I am in agreement with Ian, we should keep all Ballot Station Sofware the same across all the units.  When I was out in Oakland, the units that I did work on had version 3.13.5.1, I am assuming that all are that way, I am not sure what LA has.  Do we want to keep those units with this version, as well as, send out the new units with this version; or do we want to send out the new units with the latest version and then upgrade the units in the field???

The equipment hadn't shipped yet.  The new Blue and White units are still in production.  No Ballot Station software has been loaded onto the Master Hard Drive.  (It changes too fast to keep up with it).  If you want 3.13.5.1 loaded, please have the project manager(s) confirm this via email.

My suggestion is that you try to maintain the same version of Ballot Station Software across all the units.

Has this equipment been shipped yet???  The reason I ask, I was wondering if we should put on the same AVTS version that we currently have in Oakland & LA, which is 3.13.5.1.  Since we will be using a combination of the new units along with the units that they already have, and also using units from Oakland as backup for LA.  Suggestions???

Ian,

I just faxed the work order for the Oakland election for Alameda.

50 AVTS units (I guess the blue and white - no modems necessary)

30 Spyrus cards (I will need 10 shipped ASAP for the PIEDMONT election)

250 Smart cards (that work with the Spyrus - I'll need 50 of the Smartcards by Feb.12 for Piedmont)

these will need the Alameda Logo - Perhaps you can add some Identifier on the logo to distinguish

these cards from the other 250 cards.

I attached a spread sheet to show the amount we are billing for the Oakland election $196,700 with 50% to be billed on delivery and 50% billed on certification of the April 17 election.  By then we'll know about the next 900 units for the UDEL in November.  Please keep me informed about smart cards and spyrus issues as Jeff Hintz will be heading to Alameda on Jan. 23 for Logic and Accuracy testing and will, I'm sure, be asked about how they are creating cards in the precincts.

Thanks

Steve Knecht
