Marin, Tulare, Fresno do this. Must have cell phones
that come with modem adapters. In other words the vendor for the cell
phone must also supply adapter. Vern McDonald in Tulare bought Motorola
"bag" phone that he plugs into lighter in car, and it gets higher
wattage. Depends on coverage, but Marin and Fresno use standard cell
phones. You'll have to check to see who their primary cell phone vendor
is then inquire with that vendor about modem adapters.
