Could somebody please give me information on what the 'Not Counted' flag is supposed to do in the Race Editor?
In GEMS 1-17-11, I selected the 'Not Counted' flag for a race, downloaded a memory card, made a selection for the race on a ballot, fed it through the AVOS, and the results were printed on the Election Results report. Upon uploading, the results appeared in the election results reports. What am I missing in this picture?
