There was a protracted thread on this a couple of years ago.  The default GEMS settings lay out the ballot such that ovals do not overlap.  A user must deliberately change the layout settings to overlap ovals.
 
This was a one-ballot-style election.  Some problems can not be solved with GEMS flags.

Do we have a way in GEMS of flagging ballot(s) when ovals on the front and back of the ballot occur in the same location on the opposite side of the ballot page.  I’m thinking of a bleed through problem recently in Duval County.  It was significant enough to be of issue.  The ballots were printed by Spectrum so I don’t believe it’s a paper issue.
