The fact that a counter group is cumulative and the sequence number expected by a vote center are not necessarily related.  The answer to your second question depends on the architecture of your election, report-precinct/vote center relationships both on the polling and absentee side, whether the absentee counter group is defined with precinct identifiers, etc.

also if you uncheck cumulative in the counter group absentee and are using sequence numbers - will the vote center read seq 2 ballots ?  I would tend to think not but need definitive answer
