The fact that a
counter group is cumulative and the sequence number expected by a vote center
are not necessarily related. The answer to your second question depends on
the architecture of your election, report-precinct/vote center relationships
both on the polling and absentee side, whether the absentee counter group is
defined with precinct identifiers, etc.
