RE: VA Cert test



Well, I don't think I completely follow what is going on yet, but here goes.
GEMS doesn't support 1.92 ROMs.  That much is certain.  You suggest that we
sprinkle magic dust on VTS to match the GEMS ballots that are already
printed.  That might be possible, but what would it accomplish?  I thought
we were certifying GEMS?

If it is one location with a lone 1.92 shafted reader, then I suggest we
upgrade them to a 1.94 Lucid reader and be done with it.  If the Virginia
certification is not worth eating the cost of upgrade, then we shouldn't be
there.

How did VA get shafted readers anyway?  We thought they were all in
Michigan.
