In this case GEMS certification is not an option.

Reprogram the database using VTS with the same oval positions as the ballots
you have already printed, and send Tab both the VTS and GEMS databases.
He'll attempt to modify the VTS database so that the id marks match those
already printed on the ballot.  If this can't be done, you'll need to
reprint, but hopefully that will not be necessary.
