GEMS 1-17-17 Manual Entry

I have the following questions with respect to Manual Entry:

1. Why is the No. Under (undervotes) option displayed in the Counter list under the Race tab for races with number to vote for 1?
2. Activating Manual Entry for vote centers for which results have been uploaded indicate non-0 Times Counted values under the Race tab, but 0 values under the Cards tab.  Is this intentional?
3. The Manual Entry window displays all cards valid for the combination selected under the Cards tab, and all races valid for the combination selected under the Race tab.  Wouldn't it be more appropriate to show only the races and results corresponding the card selected?
