from what Jeff asked this morning, am I to
understand that we do an export form Gems - load VC programmer on the
county computer and connect a card burner - then we test it that way?
I realize that may be oversimplifying it but I
need to understand how to test this for Plumas early voting.
A simple, straightforward how to would be
appreciated
