Multi-counter group AccuVote-OS vote center does not require Absentee Count card

Polling and absentee counter groups are both configured to the Polling Vote Center category.  An AccuVote-OS polling vote center accepts the AccuVote Ender card, without the Absentee Count card being processed.  Is this intended behavior?
