blind voters

This is some feedback from a conference of the American Council of the
Blind.
Some are Maryland specific, but some are general comments . . .

·	Voting units do not consistently return to the previous screen by pressing
"4" on the keypad.
·	Voting units do not consistently go back after under-voting.
·	Pronunciation of "Steel" (Candidate name) on Allegany ballot cut short.
·	Pronunciation of "Charlie Johnson" on Allegany ballot cut short.
·	Some audio instructions cut off, including those related to returning.
·	Request for a pause key while considering ballot options.
·	Create audio instructions that notify the voter of a volume control on the
headset.
