Allow display of challenge ballots missing challenge description in view ballots and challenge board dialogs.
Allow build of databases downloaded from GEMS prior to 1.17.5 (back to at least 1.16.3).
Fix bug in reporting long report over/under/blank/times when database has write-ins.
Don't time out the printer when buffering reports. Works around reports being cut off on some printers.
Split long rich text between columns.
Fix bug where desktop would flash when casting ballots.
