When entering first new race the voter groups and control
groups windows are closed as they should be if not activated. If
the screen is closed by touching the OK button and then right clicking to add
another race the voter groups and control groups windows remain
closed. If the Add key is used to enter races the voter group and
control group windows are opened when they should be greyed out and
closed.
