There is a bug in GEMS 1.14 and 1.15 with manual entry and multi-precinct vote centers. If you manually modify one of the precincts, the results for that precinct will be posted correctly, however the results for the other precincts in the vcenter will be cleared.

This is fixed and will be in 1.14.14 and 1.15.9.
