AVTS 3.13.1.4 Manager Card Problem?

Problem or New Feature?  When you insert the Manager Card into the AVTS unit
to exit out of Test Count, the machine holds onto the Manager card until you
shutdown or go into Supervisor mode and exit Supervisor mode.
