Re: GEMS 1-17-11 Cards Cast report

This problem only occurs if the election title has more than one line. This
is now fixed and will be in GEMS-1-17-13.

NOTE: Previous bug fixes that I stated would be in GEMS-1-18 will actually
be in GEMS-1-17-13.
