If the AVTS Options PA Straight Party flag is set, then
the voter cannot choose three candidates independently in a vote for three
(or two) race other than voting straight party.

straight party flag on the AVTS setup dialog, that says you want races voted
explicity to override any straight party changes.

Choosing not to vote straight party, the voter cannot
choose more than one candidate in a vote for three cross endorsed race with
the flag set. With the flag not set, the voter is able to choose either
straight party or to vote for three candidates of
choice.
