If cross-endorse is set in the Candidate Tab of the Race Editor for the appropriate candidates, how does GEMS know whether it is New York or Pennsylvania other than with the flag in AVTS options?  
 
With the "Cross endorse on ballot once" flag in the race options tab.
If the flag is set, then the voter cannot choose three candidates independently in a vote for three (or two) race other than voting straight party.

There are three flags at play here:
  • Xendorse flag in the candidate tab, that says you want to cross endore the candidate.
  • Cross endorse on ballot once flag in the race race options tab, that says you only want the cross endoresed candidates to appear once.
  • Explicit straight party flag on the AVTS setup dialog, that says you want races voted explicity to override any straight party changes.
Tyler would be proud.
