According to statute 3031.7, section of the Pennsylvania voting laws, the 
proper procedure for reselecting a candidate on the AVTS is as follows: 
 The first touch in any race must remove all votes in that race and then 
the voter must select their desired candidate.  On the current AVTS 
software, you must retouch the candidate that you first voted for, then the 
voter may select their desired candidate.  If it were a vote for two or 
more, then the first touch would remove all votes in that race and then the 
voter would have to make their choices again.
