I have had many customer comments regarding the unequal space for the first and last candidates when double spacing.  I put in a blank header as the first entry in the candidate list, clicked the top line in another header with a thick L/R and dragged it onto the candidate list.  The spacing appears equal between the line and first candidate appears equal to the last candidate.

Re Ballots for City of Brampton.

We have received a first draft of the ballots for Ward 1, and I make the
following requests:
* Increase the white space above the name of the first candidate for
each race so that the white space above and below the name is the same
