In all of my testing I have not had to reboot anything in this case. When I get the error "No Counter Batch found" I simply retry and it works.

Currently, activating BallotStation 4.x download before GEMS has finished preparing download files requires not just rebooting BallotStation but closing and reactivating the download on the AccuVote-TS Server console.  Would it be possible to limit recovery action to just having to reboot BallotStation, for instance? 

 

This characteristic of the download process causes a lot of time to be wasted.
