RE: VIBS Ballot Review Process



Any thoughts on the breakout feature. I ask because I am going to run these changes (and the others in soon to follow rcrs) past the guys at FL Div. I want to leave out any modifications that are not likely to get done, so they will not decide they are required.

Also, if the breakout is not incorporated into the modifications, the review prompt should possibly state that the voter will be required to review the entire ballot, thus avoiding any surprises to the voter of having to go through the entire ballot again.

The outcome of the BS 4.1.6 evaluation by the Florida Division of Elections is they are requiring three modifications before certification will be granted.

One of the changes is modification of the VIBS Ballot Review Process. They believe the current process of moving backwards through the ballot to verify your ballot choices, then moving forwards to the bottom again before you can cast your ballot is confusing and will lead to voters getting lost in the ballot and giving up.

The change begins from the point of having reached the last candidate on the ballot and having pressed 9. Currently, the script says:

A.  You have chosen to cast your ballot. To confirm, press 9. To return to voting your ballot, press 4.

At a minimum, the FL Division of Elections requires the pressing of 4 to take the voter back to the first race of the ballot for the review. The voter would then work their way down through the races and cast the ballot. The voice prompt should be changed to state something along these lines:

B.  You have chosen to cast your ballot. To confirm, press 9. To review your ballot from the first race, press 4.
 
The review process would be the same as the regular voting process with candidates already selected, ie reaching a race that is voted would bring up the prompts stating:

C.  This race is fully voted. etc...

Additionally, a feature they have requested as part of the review process would be the addition of a breakout keystroke, possibly #, that would allow the review to be halted and the ballot to be cast. Pressing # would take the voter back to the new review prompt B. If the breakout feature was added, the instruction set should mention the feature:

D.  To advance to the next candidate/race, press 6. To end the ballot review and cast your ballot, press #.  To return to the previous candidate/race, press 4.

Note that the minimum changes must be done before the FL Div will certify Ballot Station with Audio Ballot capabilities. They have stated several times that if we get them something promptly, they will expedite the evaluation and certification.
