I know that this is
not possible but I will suggest it:
The MAGNIFY option
magnifies only the ballot and not the instructions to voters. If the voter
has a hard time with the ballot in its normal magnification, he'll probably have
a problem reading the tiny print instructions.
SUGGEST:
Magnify the instructions as well (at least some of the instructions).
