The solution here is to create TSText such that the instructions (or at least some of the instructions) are big enough for everyone to read. There is no harm in big fonts for people who can see just fine so long as it fits on one screen, and I don't think you are suggesting multiple instruction screens for the hard-of-sight.

I know that this is not possible but I will suggest it:

The MAGNIFY option magnifies only the ballot and not the instructions to voters. If the voter has a hard time with the ballot in its normal magnification, he'll probably have a problem reading the tiny print instructions.

SUGGEST: Magnify the instructions as well (at least some of the instructions).
