Yes they want to be able to manipulate all the
data as in any other voter extract request that we
get. Some want to be able to set up an Access
database for various queries which as you know
they cannot do from a pdf file.

One question:  Would it suffice to give them a flat-file export of the SOVC that they could then import into Excel?  They wouldn’t get the “SUM()” functions to actually tabulate the columns, rather it would just have the totals as numeric rows like all the others.  But if you think about it do they really want the SUM() functions anyway?  Depends really on what they want to use the spreadsheet for.  Maybe tell us a bit about the motivation for the request.

You submitted this once before, though I can’t seem to find the follow up.  It’s been requested a few other times as well, but the responses seem to predate the archive.  The SOVC and Summary report are custom code, while the pre-election reports are generated by Crystal Reports.  Crystal has built-in functionality for Excel export.  GEMS doesn’t.  Excel is a proprietary format, so it is not a “just do it” kind of request.  There might be some libraries or toolkits available to do this – in fact I’m sure there are – but we haven’t done any research on this.  It we can find such a toolkit it might not be too bad to implement.  We’ll have a look and follow up as to whether this is doable by the October deadline.  Don’t promise your accounts anything yet.
