We need a report that can id the different
precincts that are within a specified batch of CC. This is critical to
conducting recounts and the mandated 1% count prior to canvass.
A way to do it may be spreadsheet format that
lists precincts down on left, batches across the top and # 0f cards for each
populating the fields
