thanks for the reply...i agree...they are using the same pens used in 10/2
electin but have ordered new pens also..can you think of a reason of the 21
ballots - some are passing and some aren't?

Sounds like not enough carbon in the ink.  I would try brand new pens
approved for infra red or the appropriate lead pencil.
