The
message 'Tallied VC99 MC9
DL9.BRS Count 99' is printed to tape while uploading from Ballot Station configured for
Texas certification. Why is a tally message
displayed at this point? The tally has already occurred - this is strictly
an upload. (Note that the 9's represent numeric substitution
values).
