Nel,

 

    The BallotStation software does not stored tallied totals so we need to tally them before uploading. This is why the message is printed.

The message 'Tallied VC99 MC9 DL9.BRS Count 99' is printed to tape while uploading from Ballot Station configured for Texas certification.  Why is a tally message displayed at this point?  The tally has already occurred - this is strictly an upload.  (Note that the 9's represent numeric substitution values).
