I appreciate your recommendation.  However, what PSINet will most likely do is stop everything and wait for us to fix the problem, as it is their understanding that they are certifying working software (or rather:  if it didn't work, why should they certify it).
 
Well, I could point out the flaws in that logic, but I am sure it would be wasted keystrokes.  Get Dmitry to release an "internal" 1.11.13.2 release then, and send it to PSINet.  We'll keep sending them internal releases until they are through.  When they are done with their process, we can renumber to 1.11.14, and send them that as the "final" release.  Larry, let PSINet know this is the plan.
