Removing the flag allows
normal voting to occur, i.e., the voter can choose three candidates in a
vote for three race, etc.
Straight Party voting
works correctly as well.
Correct is in the
eye of the beholder.
Jeff Hintz says this flag must be
set for optical scan.
The flag has no effect on opscan.
