Not quite.  The common plate issue is different than this.

 What Minn. wishes to do is have a small header that list each precinct that the ballot style is good for. Eg. if ballot style 1 will work in precincts 1,2,6,8 & 10 they wish to make a small header with those numbers.

It is more complicated than that.  It is not just whether card 1 (you called it ballot style 1) works in those precincts.  It is card 1 sequence 1 that works in those precincts.  Card 1 seq 2 might not work in pct 10. 

 

So, even if you drop a card specific header on card 1, this won't work.  You can't get seperate headers for the seq 1 and seq 2 precincts.  They are the same card.

 

Extending the @precinct macro might work;  don't know yet how difficult would be.  There is also the outstanding question of formatting.  Do we do a comma seperated list of precinct ids or the full precinct names?  The "list too big" issue can always be solved by macro expanding to "many precincts" after some fixed number.
